UK regional city visitor levy programmes
In June 2026 Scottish and Welsh councils began consulting on visitor‑levy schemes. Stirling set a 5 % levy on overnight stays; Argyll and Bute, Highland and Gwynedd examined flat‑rate or per‑person charges and drafted exemptions for long‑term stays and certain visitor groups, stressing that revenue should be reinvested in local tourism infrastructure and jobs. In early July Glasgow introduced a 5 % surcharge on overnight guests, projected to raise about £16 million annually, with councillors urging the proceeds fund a publicly funded bus network. On 24 July 2026 Edinburgh became the first UK city to impose a 5 % visitor levy on the first five nights of paid accommodation, estimating up to £50 million a year. Funds are earmarked for public‑space upgrades, street cleaning, a new city‑centre policing unit, affordable‑housing projects and cultural‑venue restorations such as Leith Theatre and the Old Royal High School music centre. The council has already allocated more than £90 million for three priority areas over the next three years: city operations and infrastructure, culture/heritage/events, and destination‑visitor management. Early projects include a £132 000 contribution to the Edinburgh Festival Carnival and Mardi Gras, ten Festival City Ambassadors, a dedicated policing partnership with Police Scotland, a £2 million participatory‑budgeting programme, expanded street‑cleaning, graffiti removal, upgraded public bins, bins and a £5 million restoration of Leith Theatre. The levy has drawn criticism from business and tourism groups over possible visitor‑spend declines, and the Scottish Ballet cancelled performances while seeking an exemption. Scottish Greens and the Scottish Tourism Alliance see view the model as a blueprint for other councils. Exemptions councils, and exemptions apply to asylum seekers, refugees, people on certain disability benefits and those in emergency accommodation.
