UK sanctions on cryptocurrency entities linked to Russia

Overview

The United Kingdom has implemented sanctions against several cryptocurrency-related entities for allegedly supporting the Russian financial services sector and helping to circumvent existing sanctions.

Initial enforcement actions targeted Xeltox Enterprises Ltd and the Kyrgyzstan-based exchange TokenSpot. Authorities identified Xeltox as the parent company for Cryptomus, Heleket, and Certa Payments Ltd, noting that Heleket appeared to be used to absorb users from Cryptomus to evade oversight following the implementation of mandatory KYC checks. TokenSpot was noted for its involvement in fund transfers exceeding $950 million.

Following these actions, the UK expanded its sanctions regime by designating 38 new entities and individuals. This expansion included five cryptocurrency-related platforms—comprising three exchanges and two payment platforms—suspected of assisting Russia. The sanctions involve asset freezes, director disqualifications, and prohibitions on UK financial institutions from processing payments through the designated entities. Unlike certain designations involving Russian oil companies, no wind-down period was granted to the targeted cryptocurrency platforms.
