UK Sustainable Farming Incentive funding depletion
Overview
The second application window for England’s Sustainable Farming Incentive (SFI) saw its budget of approximately £253 million exhausted within six hours of opening on September 22. The scheme, intended to reward farmers for improving soil health, biodiversity, and water quality, faced such high demand that half the funds were committed in less than three hours.
The rapid depletion of funds has drawn significant criticism. The National Farmers' Union (NFU) stated the budget failed to match sustainable farming ambitions, creating a divide between ‘haves’ and ‘have nots’ based on application speed. NFU President Tom Bradshaw described affected farmers as being left ‘high, dry and desperate,’ while the Country Land and Business Association (CLA) urged the Department for Environment, Food & Rural Affairs (Defra) to provide clear guidance for those unsuccessful.
In South East Cornwall, the impact has manifested as significant financial uncertainty. Farmers there report that the first-come, first-served system has left many unable to secure support necessary for business viability, even after completing intensive environmental work. This crisis is attributed to a bottleneck caused by the expiration of Mid Tier agreements coinciding with the launch of new SFI contracts.
Liberal Democrat MP Ben Maguire reported that many farmers were left ‘distraught’ and ‘angry,’ noting that the online system failed to process applications properly. In response, Farming Minister Stephen Morgan stated the government developed a ‘fairer system’ by capping applications at £100,000 to prioritize small farms. He noted that total investment under new SFI26 agreements is expected to reach nearly £1 billion over three years.
Financial experts from Kinbrook Group’s Old Mill and Duncan & Toplis are currently advising farmers to review business plans and seek alternative funding, as the loss of these subsidies can represent up to 30% of total business income for some producers.
