The emergency medical system at the University Clinical Center (UKC) Maribor in Slovenia has faced significant instability due to systemic failures. The crisis was highlighted by the resignation of Dr. Gregor Prosen, head of the Emergency Center, who described the medical emergency system as “driving directly into a precipice.” Prosen cited catastrophic conditions, including severe staffing shortages, a lack of hospital beds, and a failure to implement necessary reforms. Following Prosen’s departure, eighteen specialist doctors at the center issued a public warning regarding critical issues such as employee burnout and the burden of patients requiring follow-up care rather than emergency services. In response to these warnings, the Slovenian Ministry of Health established a professional working group to reorganize work processes, improve staffing sustainability, and better integrate emergency centers with pre-hospital care and other healthcare sectors. The leadership crisis intensified with the resignation of UKC Maribor Director Vojko Flis. Flis cited organizational difficulties within the emergency center as the primary reason for his departure. He noted that more than 30 percent of the facility’s 39 emergency medicine specialists are employed on a part-time basis—an arrangement originally implemented by a previous director to prevent staff from leaving. Flis stated that this high level of part-time employment has made “effective work organization in the emergency center impossible,” and he is taking responsibility for the situation. His resignation follows that of Dr. Prosen by two weeks.
