Ukraine is facing significant financial challenges related to both defense procurement and overall national debt. As of early 2026, the Ukrainian Ministry of Defense reported that overdue debt from the Defense Procurement Agency exceeded $1 billion. This debt stemmed from advances paid for military equipment and ammunition that were not delivered on time. The Ministry noted that $249.6 million was paid for weapons that were never received, citing disruptions in the domestic defense industry caused by Russian strikes in 2025. By late July 2026, the Ministry announced that this specific debt had been reduced to approximately $325.4 million following the restoration of damaged industrial facilities. On a broader scale, Ukraine’s total public and state-guaranteed debt has grown more than 16-fold since the end of 2013. According to the Ministry of Finance, debt rose from 584.79 billion hryvnias in late 2013 to 9.49 trillion hryvnias by June 30, 2026. In US dollar terms, the debt has nearly tripled, rising from approximately $73 billion in 2013 to roughly $211.6 billion in mid-2026, while the debt-to-GDP ratio climbed from about 40 percent to over 95 percent. This surge is attributed to high war expenditures, external borrowing, and currency devaluation.
