The conflict between Ukraine and Russia has seen a shift in strategic capabilities and targeting. Initially, Ukraine faced critical shortages of AIM-120, AIM-9, and PAC-3 missiles, which threatened its ability to defend against Russian drones and ballistic missiles. During this period, a Ukrainian drone attack disabled a Rosneft oil refinery in Ryazan, Russia. Ukraine has since escalated its long-range offensive by utilizing new domestically produced weaponry. On September 20, 2026, coinciding with the final day of Russia’s parliamentary elections, Ukraine launched a massive offensive involving over 1,000 drones and new missiles, including the Flamingo cruise missile and the Pelican ballistic missile. The Flamingo, developed by the startup Fire Point, reportedly weighs six tons and has a range of nearly 2,000 miles. A major component of this assault targeted the Gazpromneft-Moscow Oil Refinery in the Kapotnya district and a logistics complex, causing significant damage and fires. Moscow Mayor Sergei Sobyanin characterized the strike as the largest drone attack ever directed at the capital, noting that over 1,600 drones were intercepted since Saturday, with 450 specifically targeting Moscow. The Russian Ministry of Defense further claimed to have shot down over 1,900 drones, along with various missiles and aerial bombs. The offensive resulted in at least two to three deaths and approximately 20 injuries in the Moscow region, according to Governor Andrei Vorobyov. The strikes also forced the evacuation of roughly 400 residents from residential areas and caused significant flight disruptions at Sheremetyevo and Vnukovo airports, with nearly 100 flights canceled or delayed. Ukrainian President Volodymyr Zelenskyy stated the operation was designed to strike ‘billions of dollars in resources sustaining the Russian war effort.’ By September 21, reports indicated the campaign utilized at least ten different weapon systems, including the Palianytsia and Liutyi, coordinated by multiple Ukrainian security and intelligence agencies. The strikes also extended to the Voronezh region. The Kremlin characterized the strikes as a deliberate attempt to sabotage the electoral process.
