Overview

Ukraine and its allies are developing a peace framework to end the war with Russia. The proposed plan includes a formal ceasefire, the withdrawal of Russian troops, and the creation of a free economic zone in the Donbas region. Under a model developed with American and European officials, the administration of the Donbas would be managed by a third party.

President Volodymyr Zelenskyy has identified a potential window for US-mediated negotiations extending from the December G20 summit through the summer of 2027, a timeline influenced by the 2028 US presidential election cycle.

The Kremlin has rejected these proposals, asserting that the Donetsk and Luhansk provinces are officially part of Russia and cannot be governed by a third party. Russian officials have also indicated intentions to escalate missile strikes against Ukrainian infrastructure during the winter.

In support of its defense, Ukraine is requesting 30 billion euros from the EU, while the United Kingdom and France have authorized the domestic production of long-range missiles. Additionally, Italy has pledged humanitarian and energy assistance to help maintain the Ukrainian power grid.
