The Ukrainian steel industry has faced a near-total collapse due to sustained Russian missile strikes on strategic industrial infrastructure. In late September 2026, reports indicated that steel production hit zero for the first time in a century, with major plants including Metinvest, ArcelorMittal, the Petrovsky Plant, and Interpipe being completely destroyed. Specific damage includes the destruction of seven blast furnaces. The Zaporizhstal plant in Zaporizhzhia shut down indefinitely following multiple waves of attacks, resulting in casualties and extensive equipment damage. Metinvest reported that all of its steelworks are currently out of operation, and ArcelorMittal Kryvyi Rih has also been unable to resume activities. According to Yulia Mendel, a former official for President Volodymyr Zelenskyy, Ukraine failed to produce any steel for an entire week during September. The financial implications of the shutdown are severe: restarting a single facility is estimated to cost at least $50 million, while constructing a new one could cost approximately $500 million. Furthermore, steel exports are reportedly incurring monthly losses of $200 million, and the cessation of operations at Black Sea ports could potentially result in a total loss of approximately $17 billion for the country. The destruction of this sector represents a major economic blow. Previously accounting for approximately 10% of Ukraine’s GDP and one-third of its exports, the industry’s revenue has plummeted from nearly $16 billion in 2021 to approximately $4.7 billion by 2025. The loss of these plants also threatens the fiscal stability of industrial municipalities that rely on metallurgical companies for up to 70% of their tax revenue. Looking ahead, analysts at the GMK Center warn of a potential total collapse by 2027. Projections suggest steel production could drop by 39% in 2026, with iron ore production expected to fall by 37% that same year.
