The Umbria region has introduced the ‘Codice Rosa’ (Pink Code) protocol to enhance the care and protection of women and minors who are victims of violence. Initially, the initiative focused on standardizing emergency room procedures through multidisciplinary teams and the creation of ‘Stanza Rosa’ (Pink Room)—private environments for the triage process. The protocol also aims to connect hospitals with local services to support victims' economic and professional autonomy. Following the launch of the protocol, the regional government expanded the initiative to include financial support by approving full exemptions from healthcare co-payments. Victims can now access outpatient specialist services and psychological support without financial hardship. This is facilitated through a specific exemption code, ‘V99 Vittima di violenza’, which is granted to residents upon certification from public health facilities or reports from emergency rooms. To formalize these protections, the Umbria Regional Council approved a measure providing free healthcare and psychological assistance to eliminate financial barriers to recovery. The exemption card is initially valid for one year and is renewable if continued care is required. For the 2026 fiscal year, the region has allocated 50,000 euros to fund these services, with funds distributed between Azienda Usl Umbria 1 and Azienda Usl Umbria 2 based on demographic data. Regional President Stefania Proietti stated the measure aims to ensure a ‘protected and uniform assistance path’, treating gender violence as a significant issue of public health and dignity.
