The Umbria regional administration has initiated several regulatory and strategic measures concerning environmental management, public sector staffing, and forestry resources. In environmental and waste management, the Integrated Environmental Authorization for the GreenASM anaerobic digestion and composting plant in Narni was renewed, though it requires a 12-month suspension for structural upgrades to mitigate odor and environmental impacts. Regarding public sector staffing, the regional government has authorized the filling of 17 vacant medical leadership positions within Usl Umbria 1 and Usl Umbria 2. Additionally, the Regional Forestry Agency of Umbria (AFOR) announced competitions for 16 permanent positions, alongside other recruitment initiatives for the regional administration. In the realm of forestry and territorial management, officials proposed strategies to utilize forest heritage for economic and health benefits, including school education, wood-based energy supply chains, and urban forestry programs. Concurrently, regional leadership criticized a national reform to mountain municipality classifications, arguing that the new system would reduce the number of recognized mountain municipalities in Umbria from 91 to 57, potentially neglecting the economic fragility and depopulation of Apennine territories. Simona Meloni, the regional assessor for Agriculture, Forests, and Tourism, has specifically contested the reform implemented by Minister Roberto Calderoli. Meloni argues that the new criteria, which took effect on July 22, rely too heavily on altitude and slope while ignoring critical factors such as soil fragility, economic instability, and the lack of essential services. She warned that the exclusion of 34 territories from official mountain status threatens their access to regional benefits and specific funding.
