UN Secretary-General administrative and environmental focus
Overview
United Nations Secretary-General António Guterres has addressed both internal organizational management and global environmental priorities.
In October 2026, Guterres proposed a $3.3 billion programme budget for 2027, which constitutes a 1.2 percent decrease from the 2026 level. This proposal, presented to the General Assembly’s Fifth Committee, includes funding for 11,150 employees and $423 million for special political missions. Under the ‘UN80 initiative’, the Secretariat intends to increase efficiency by streamlining leadership and relocating certain positions to lower-cost duty stations like Nairobi.
Separately, during a summit in Armenia ahead of the COP17 biodiversity conference, Guterres warned that global financial priorities are misaligned with conservation. He noted that for every dollar invested in nature protection, 30 dollars are spent on activities that damage ecosystems, citing approximately 7.3 trillion dollars directed toward harmful sectors like fossil fuels and destructive agro-industrial practices in 2023. He called for the elimination of harmful subsidies to redirect resources toward ecosystem preservation.
