The United Nations Security Council unanimously adopted resolution 2833 (2026), extending the mandate of the United Nations Verification Mission in Colombia until October 31, 2027. The new mandate narrows the mission’s scope to focus on monitoring security guarantees and the reintegration of 11,000 former combatants into civilian life. The Colombian government, led by President Abelardo de la Espriella, requested this refocusing, stating that oversight of the Integral Rural Reform is a matter of national jurisdiction. This follows previous reductions in the mission’s responsibilities, such as the removal of verification duties for the Special Jurisdiction for Peace (JEP) and the Ethnic Chapter. The resolution specifically removes international oversight of the Integral Rural Reform, which the administration argues is a structural national policy that should be led by domestic institutions. Opposition leaders, including Senator Iván Cepeda and former National Land Agency director Felipe Harman, have criticized these changes. They have raised concerns regarding a perceived “counter-agrarian reform,” alleging that current policies may benefit criminal networks and large economic powers while hindering land restitution to peasants. While the United States and the United Kingdom expressed support for the decision, noting that it encourages national leadership, Russia and various Colombian opposition figures raised concerns that withdrawing international monitoring from rural reform could impact land rights and commitments to peasant communities.
