Authorities in Vietnam have taken action against the unauthorized collection of school and class funds. In Bac Ninh province, two schools were ordered to return money collected by a teacher for decorations, uniforms, and parent associations via a personal bank account, as the local People’s Committee had not approved any collections for the 2026-2027 school year. Following similar issues, the Quang Ninh Department of Education and Training has issued a mandate for schools to cease the unauthorized establishment of various funds. The department ordered a comprehensive review of all revenues collected since the start of the school year, including funds solicited by teachers or parent representatives that were not recorded in official accounting books. Under the new directive, schools are prohibited from using labels such as ‘activity funds’ or ‘study encouragement funds’ to collect money, and are forbidden from publicly listing parents who have not paid to exert pressure. The department emphasized that any parent representative funds must be based on voluntary support rather than mandatory quotas, and schools must refund any improperly collected money. In Hanoi, the Department of Education and Training has intervened following reports of irregular spending by parent representative boards. At Chu Van An Primary School, investigations into high per-class spending led to all 64 participating parent boards returning remaining funds to parents after deducting legitimate expenses. At Khuong Dinh High School, a class collected 2 million VND per student without a prior spending plan to purchase equipment, a process the department noted lacked proper consensus and planning.
