United Kingdom infrastructure and housing planning

The United Kingdom faces significant infrastructure and housing requirements driven by population growth and the need to modernize facilities, including reservoirs, power stations, and hospital capacity. These needs are complicated by tensions between environmental protection and development, as well as local opposition to new projects.

In response, the government has released an updated National Planning Policy Framework (NPPF) to accelerate housing development. The new rules include a default ‘yes’ for construction near public transport hubs and introduce a ‘medium’ site category to streamline processes. These national policies may reduce the influence of local policies that are inconsistent with the NPPF.

To support these reforms, the government announced a £39bn social housebuilding programme intended to deliver over 70,000 social and affordable homes in England over the next decade, with funding directed toward regions such as London, Greater Manchester, the West Midlands, and the North East. Additionally, a consultation is underway regarding the expansion of planning powers to English mayors.
