The United Kingdom has initiated measures to strengthen its national security against Russian hybrid threats and ‘gray zone’ operations, including cyberattacks, sabotage, and disinformation. Initially, the British government moved to accelerate domestic defense and civil protection timelines, shifting certain completion targets from 2035 to 2030. Efforts focused on unifying civil and military crisis planning through the Cabinet Office and preparing for large-scale hybrid attack exercises. Concerns were also raised regarding the security of critical infrastructure and the potential need for citizens to maintain emergency supplies. Following these defensive preparations, the government announced the establishment of a National Centre for Information Protection. This new unit, managed by the Prime Minister’s Office in coordination with intelligence services, specifically targets Russian information warfare. The center aims to combat the use of AI-generated content, deepfakes, and bot networks that officials describe as an ‘attack on an industrial scale’ intended to undermine democratic institutions. Expanding on these efforts, Prime Minister Andy Burnham announced at the United Nations General Assembly the creation of a National Information Defense Centre. Burnham reported that the Kremlin spends approximately £1.3 million (1.5 billion euros) annually on information manipulation through bots, fake websites, and falsified news. He noted that Russian actors have impersonated 28 British organizations, including the BBC and various universities, and cited previous attempts to interfere in the 2019 general elections and incite social unrest. The new center will coordinate with intelligence agencies, police, and social media companies to mitigate these threats. This initiative follows recent UK sanctions against 106 organizations and individuals linked to Russian information operations since October 2024.
