Academic staff at the University of Montenegro have submitted an initiative to the Parliament of Montenegro to reform the university rector election process. A group of 70 professors and staff members is requesting an amendment to the Law on Higher Education to allow for direct elections by the academic community. Currently, the rector is selected by the Senate and the Governing Board. The signatories argue that moving to a direct election model would increase democracy, transparency, and institutional legitimacy, aligning the university with the values of the European Higher Education Area and the Bologna Process. On September 2, 2026, the University of Montenegro Governing Board officially initiated the election process for the 2027–2030 mandate. Under the current legal framework, only full professors employed at the institution are eligible to apply, and candidates must submit a development program. An Election Commission, led by Aleksandra Vuksanović Božarić, has been established to manage the procedure. This follows the upcoming conclusion of current rector Vladimir Božović’s term in August 2025. The commencement of the election call has coincided with ongoing public debate regarding the election model. While the Parliamentary Committee for Education, Science, Culture and Sport has scheduled a thematic session to address the reform initiative, the University Senate has issued a formal statement calling on all external parties and participants to “refrain from applying improper pressure or influence” on university bodies and the Ministry of Education, Science and Innovation to ensure the integrity of the electoral process. On September 25, 2026, an analysis by the Center for Civic Education (CGO) highlighted a historical lack of competition in these elections, noting that in six of the last seven completed cycles, only one candidate was present.
