In Bahía Blanca, municipal authorities have moved forward with significant urban development initiatives. The city administration presented a new Urban Planning Code, the first comprehensive update to the city’s planning framework in over 35 years, which is slated for City Council analysis. Mayor Federico Susbielles noted that this initiative resulted from two years of collaborative work involving over 285 institutions, including professional colleges, developers, and academic sectors. Following these planning advancements, the municipality launched the Neighborhood Consortia Promotion Program for Urban Infrastructure. This initiative enables residents to form consortia to directly contract works such as paving, curb installation, and sidewalk construction. To manage costs, the program allows neighbors to finance these projects through various participating banking institutions—including Banco Provincia, Banco Nación, Macro, and Credicoop—with payment plans ranging from 12 to 20 installments. The program requires 100% consensus among residents of a block and is intended to complement, rather than replace, existing municipal public works plans, particularly in northern neighborhoods. Under this framework, the Municipality is responsible for developing technical projects and ensuring work quality, while the Chamber of Construction will coordinate the distribution of works among local companies. Recent infrastructure efforts include a 600 million peso project to reform the ‘Cinco Esquinas’ in the Villa Mitre neighborhood. Mayor Susbielles stated the works are necessary to rectify drainage deficiencies from a previous administration that failed to follow technical criteria. Additionally, as part of the ‘Plan 500 Cuadras’, the city is transforming Intendente Poretti Street into a boulevard, involving 11,500 meters of paving and new lighting to improve connectivity for the Botta, Carlos Pellegrini, and Solares del Norte neighborhoods.
