Urban infrastructure and management in Belgrade are undergoing various stages of modernization. The city currently relies heavily on bus lines, such as the 73 and 95, to connect suburban areas like Batajnica and Borča to the center while awaiting a metro system. Efforts to modernize municipal services include exploring smart city technologies. This initiative, led by Infostan Tehnologije, proposes using adaptive traffic lights, air quality sensors, and smart street lighting to improve resource management and decision-making. However, experts have raised concerns regarding potential surveillance risks, noting that such data could be misused for increased monitoring. As of late 2026, experts have criticized a lack of coordination in the city’s infrastructure and transportation planning. Professor Vladimir Momčilović from the Faculty of Transport in Belgrade has noted that projects are frequently implemented without sufficient research, updated documentation, or alignment with long-term strategies. Specific concerns include overlapping reconstruction projects and shifting priorities that conflict with the General Urban Plan (GUP). Momčilović also highlighted significant delays regarding the Belgrade metro project, noting that despite discussions and studies dating back to the early 2000s, construction has yet to begin. He warned that implementing current projects that contradict planned metro routes could jeopardize future transit development.
