The proposal aims to address rising care costs by encouraging parents and extended family members, such as grandparents, to provide care within the home, thereby reducing the pressure on public childcare resources. Supporters, including the Heritage Foundation, argue the policy would recognize the contributions of stay-at-home parents similarly to commercial childcare services. The administration intends to use existing funds from the $12 billion CCDF rather than seeking new congressional appropriations, which could allow implementation following a public comment period. However, policy experts have raised concerns that redirecting existing funds could negatively impact the approximately 870,000 families currently receiving assistance, 80% of whom are headed by single working parents.
