U.S. Air Force B-52 modernization challenges

Overview

The U.S. Air Force's B-52 Stratofortress modernization program, aimed at transitioning the fleet to the B-52J configuration to ensure viability through the 2050s, is facing severe cost growth and schedule slips. A Government Accountability Office (GAO) report indicates that ten of the thirteen upgrade projects are currently over budget, behind schedule, or underperforming, with total program costs estimated at $21 billion.

Two primary initiatives drive much of the instability. The Commercial Engine Replacement Program (CERP) has seen costs rise by more than 38% to over $15 billion, with development delayed by 32 months. This pushes flight-test completion to 2029 and operational capability to 2033. The radar modernization program, intended to replace the obsolete AN/APQ-166 with the AN/APQ-188 Active Electronically Scanned Array (AESA) system, has seen costs increase by over 30% to $2.9 billion. Following a fatal crash during testing in June that killed eight crew members, the radar upgrade has been delayed to the third quarter of fiscal 2030.

To support these efforts, the Air Force has awarded contracts totaling approximately $766 million to Boeing and Raytheon for radar and bomb rack modernization. However, the GAO warns that beginning production before completing flight testing increases the risk of costly redesigns. The watchdog cautioned that such delays could eventually lead to “too few B-52s to support operational requirements” as legacy engines become harder to sustain.
