US arrest and trial of suspected Chinese espionage agent
Wanying ‘Heather’ Zhang, a 34-year-old California real estate agent, was arrested at Los Angeles International Airport while attempting to board a flight to Shanghai. Federal prosecutors allege Zhang acted as an unregistered agent for the People’s Republic of China, specifically under the guidance of China’s Ministry of State Security. According to criminal complaints, Zhang traveled to Seattle in 2025 to surveil Lai Ting-yu, the son of Taiwanese President Lai Ching-te. Prosecutors claim Zhang and an accomplice monitored the target’s residence and vehicles, transmitting data to Chinese handlers via WeChat. Intelligence expert Nick Eftimiades noted the case highlights aggressive espionage tactics, including the use of secure voice communications and Apple AirDrop to transmit operational images. The Taiwan Presidential Office described the incident as a “typical case of transnational repression.” In subsequent federal court proceedings, prosecutors alleged that Zhang used business fronts to mask communications with foreign intelligence. Recent developments have identified Fatai Miao, a Chinese-born entrepreneur and Zhang’s alleged lover, as a person of interest. Additionally, prosecutors noted Zhang had access to a secret Chinese cryptocurrency account containing $190,000 and engaged in unauthorized fund transfers to the United States. During recent legal proceedings, prosecutors accused Zhang of lying to pretrial services regarding her assets. While Zhang disclosed only one property, she and her husband, Edric Ding, reportedly own seven homes with an estimated value of $11 million. Zhang’s attorney, Craig Harbaugh, characterized the discrepancy in property disclosures as a “misunderstanding,” but Assistant U.S. Attorney Amanda Elbogen argued that Zhang, as a real estate agent, should be aware of her own holdings. A judge has ordered Zhang to remain in pretrial detention, citing her financial resources and connections in China as significant flight risks. In a recent Los Angeles federal courtroom appearance, Zhang pleaded not guilty to the charges.
