US Bureau of Land Management grazing regulation disputes

The U.S. Bureau of Land Management (BLM) initiated a proposal to overhaul public lands grazing regulations, marking the first major update to these rules since 1995. The agency aimed to expand livestock grazing across 155 million acres of Western public lands to reduce regulatory burdens and support local economies. However, the proposal faced internal criticism from BLM staff who suggested the changes were intended to limit public participation and restrict decision-making to ranchers.

Following these regulatory shifts, a federal judge ruled that the BLM violated federal land management laws in Eastern Oregon. The court found that the agency allowed livestock grazing in research areas designated for sage grouse habitat studies without conducting required impact analyses. The judge specifically noted that the BLM violated the National Environmental Policy Act by changing management definitions for research natural areas—replacing the requirement for areas to be ‘undisturbed’ with a standard of ‘relatively unaltered plant communities’—and failing to provide a public comment period. The court ordered the BLM to reopen the comment period and prevent livestock from entering prohibited areas.
