US-China financial market access negotiations

Overview

Following economic and trade discussions in New York and Washington, China’s Ministry of Commerce announced it would review applications from international financial services institutions, including those with United States capital, to operate and open branches within the country. This period also saw the release of reciprocal tariff reduction agreements covering up to $30 billion on each side, including various U.S. agricultural exports.

Subsequent diplomatic efforts moved to Bangkok, where U.S. Treasury officials met with representatives from the People’s Bank of China and China’s finance ministry. These discussions focused on implementing previously reached agreements to expand market access for American financial institutions. Specific efforts include seeking expanded presence for Mastercard, Visa, and Citigroup. While Visa has received approval to prepare for a wholly owned domestic card-clearing business, negotiations continue regarding other firms, such as Citigroup’s efforts to expand its Chinese workforce and obtain a full securities license for brokerage, underwriting, and research activities.
