U.S. House committees have advanced two pieces of legislation aimed at regulating and formalizing the role of digital assets within the federal government. The American Reserve Modernization Act of 2026 (H.R. 8957) passed the House Committee on Financial Services with a 28–21 vote. This bill seeks to establish a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile within the Department of the Treasury. Under the proposal, Bitcoin acquired through civil or criminal forfeiture would be held in federal custody for at least 20 years. The stockpile would also include other digital assets such as XRP, SOL, and ADA. To ensure transparency, the bill mandates quarterly ‘proof of reserve’ reporting and third-party audits, requiring federal agencies to report all currently held digital assets within 60 days of enactment. The measure now moves forward for consideration by the full House. In a subsequent development, the House Financial Services Committee passed the ‘American Reserve Modernization Act’, a move that has revitalized interest in establishing a Bitcoin strategic reserve. The bill proposes that the U.S. Treasury incorporate a significant portion of the government’s approximately 325,000 Bitcoin—largely acquired through criminal and civil forfeitures—into a strategic reserve for a minimum of 20 years. The legislation also mandates quarterly audited reports to confirm government holdings and calls for research into acquiring more Bitcoin without increasing the national deficit. Additionally, the House Ways and Means Committee approved the Digital Asset Tax Certainty Act (H.R. 10357) in a 38–5 vote. This legislation aims to provide tax clarity by exempting gain or loss recognition for qualified network or transaction fees of $10 or less for transactions occurring after December 31, 2027. The act also addresses regulatory issues surrounding mining, staking, and stablecoins. Committee Chairman Rep. Jason Smith stated the legislation aims to provide the regulatory certainty necessary to support the goal of making the United States the ‘crypto capital of the world.’
