The United States Senate has passed a measure to extend officially extended the African Growth and Opportunity Act (AGOA) through December 31, 2028. AGOA provides eligible sub-Saharan African nations with duty-free access to the American market for most goods. The legislation maintains the ‘Third Country Fabric’ (TCF) rule, which allows beneficiary countries to import raw textiles from third parties to manufacture garments for the U.S. market without losing preferential tariff status. This provision is considered critical for the Mauritian textile and apparel industry. Various The extension provides significant economic stability for several nations. In Mauritius, the decision secures the U.S. market for 79 companies, representing approximately Rs 6.8 billion in exports. In Madagascar, the move is expected to bolster the textile industry and agricultural sectors, such as vanilla and spices, by providing long-term economic visibility for investors and exporters. Other sectors are expected to benefit from this stability, including include South African automotive industries, Madagascan vanilla, industries and Kenyan textiles. In Kenya, the apparel sector is a major beneficiary, accounting for approximately 70 percent of the country’s total exports to the U.S. market; in 2024, these exports reached approximately US$470 million. Regina Ombam, Kenya’s Principal Secretary for Trade, stated previously noted that the extension would provide exporters with greater certainty for both apparel and help maintain duty-free access. Beyond apparel, the continuity is expected to benefit Kenya’s agricultural sector, specifically supporting the tariff-free export of products like tea, coffee, cut flowers, macadamia nuts, and avocados.
