Overview
On July 1 2026 the Department of Education implemented the Trump administration’s One Big Beautiful Bill, ending the Biden‑era SAVE income‑driven repayment plan (declared unconstitutional) and discontinuing other plans such as PAYE and ICR. Borrowers were given 90 days to move to either a Tiered Standard plan with fixed payments over 10‑, 15‑, 20‑ or 25‑year terms, or a Repayment Assistance Plan (RAP) that charges 1‑10 % of income, with a $10 minimum payment and a $50 reduction per dependent.
The reform imposed new borrowing caps: graduate and professional students may borrow up to $100 k (or $200 k for certain professional degrees); Parent PLUS loans are limited to $20 k per student and $65 k per family; the Grad PLUS product is eliminated for most new borrowers. A combined lifetime limit of $257,500 applies across all federal loan programs. Interest rates rose to 6.52 % for undergraduate loans and 8.07 % for graduate loans.
Critics warn that tighter caps and higher rates could raise average annual payments by more than $4 000 per borrower, intensify “summer melt,” especially at historically Black colleges, and even affect mortgage‑affordability. Proponents argue the changes simplify repayment and curb borrowing growth. Separate federal judges continue to block a Trump‑era rule narrowing Public Service Loan Forgiveness eligibility and a temporary cap on graduate loans for nursing and allied‑health fields, keeping those provisions in place while litigation proceeds.
