US Head Start English-only instruction proposal

Overview

The Trump administration has proposed an overhaul of Head Start standards that would require the federally funded early childhood program to conduct all instruction in English. The Department of Health and Human Services stated that a “firm foundation in the English language” is critical for preparing children for school and improving future economic opportunities. The proposal would move away from the existing practice of using multilingual teachers and home languages to support English acquisition. While the administration noted that certain Tribal-language instruction would remain exempt and programs could seek waivers, the mandate has faced pushback.

In Puerto Rico, officials and educators have expressed significant concern. Advocates warn the policy could undermine cultural connections and create logistical burdens. Eddie Torres Vázquez, president of the Puerto Rico Friends of Head Start Association, noted that less than 10% of the island’s Head Start teachers are fluent in English, warning the change could trigger resignations or early retirements. The association is currently seeking a waiver for the island. The administration has clarified that the mandate applies specifically to instruction rather than noneducational interactions with parents.
