The United States has implemented new measures regarding the management and enforcement of immigration policies involving Mexico, Guatemala, Honduras, Costa Rica, and Ecuador. In early August 2026, U.S. Customs and Border Protection (CBP) initiated a procurement process for “Location and Payment Recovery Services” to locate migrants in Mexico, Guatemala, and Honduras who have outstanding civil immigration fines totaling approximately $423 million. Reports indicate that the U.S. administration is conducting a covert deportation policy, sending Mexican nationals to Guatemala and Honduras instead of returning them to Mexico. This strategy aims to deter irregular migration by placing deportees significantly further from the U.S.-Mexico border. Between January and August 21, 2026, approximately 2,284 Mexicans were sent to Guatemala. Deportees have reported being handcuffed and kept uninformed of their destination until arrival. Guatemalan President Bernardo Arévalo clarified that these individuals arrive in a “transit capacity” and are typically sent to the Mexican border within 24 hours, noting this does not constitute a formal safe third-country policy. In Honduras, 365 Mexican citizens were received via the Ramón Villeda Morales International Airport for care at the La Mesa Migrant Returnee Care Center. Following the cancellation of Temporary Protected Status (TPS), Honduras is managing significant migratory shifts; between January 1 and August 20, 2026, 30,965 Hondurans were deported from the U.S., Mexico, and Guatemala. By September 2026, enforcement activities intensified. In New York State, the Department of Homeland Security conducted “Operation Rotten Apple,” resulting in the detention of approximately 2,100 individuals. While federal officials characterized those arrested as criminals, including those accused of violent offenses, New York Governor Kathy Hochul contested the characterization of all undocumented migrants as criminals. New data shows Guatemalan deportations from the U.S. and Mexico rose by 47.5% in the first eight months of 2026, reaching 46,194 individuals.
