US investigations into international fraud schemes

Overview

The United States Department of Justice has conducted investigations into various international fraud operations involving African nationals.

Through Operation Ghostbusters, authorities have targeted a large scale student aid fraud scheme. Prosecutors allege that criminal networks used stolen identities of US citizens to create fraudulent Federal Student Aid accounts and enroll fictitious students in colleges. This scheme allegedly utilized artificial intelligence to complete coursework and maintain the illusion of enrollment. Investigators have identified over 830,000 potentially fraudulent accounts, with estimated losses potentially exceeding $200 million.

Recent developments in Operation Ghostbusters reveal the scheme has reportedly been active since 2021. Authorities have seized more than $750,000 in cryptocurrency linked to a network associated with Kenyan nationals, marking the first international cryptocurrency seizure of its kind in Kenya. Five defendants have been charged across Nebraska, Virginia, and New Jersey. One defendant, Francis Mogambi, was indicted on charges including theft of government money and aggravated identity theft. Federal officials have warned they will pursue those involved regardless of location, including individuals operating from Nairobi. Prosecutors allege that proceeds from the fraud were diverted to accounts controlled by foreign actors and US-based money mules, with significant portions being transferred to networks in Kenya.

In a separate matter, two individuals, Isaac Oduro Boateng and Inusah Ahmed, pleaded guilty to conspiracy to commit wire fraud. They are allegedly linked to an international syndicate responsible for more than $100 million in losses through business email fraud and romance scams.
