U.S. legal actions against Chinese nationals

Overview

Recent legal actions in the United States have targeted Chinese nationals for activities involving national security and identity fraud.

In one case, Weiheng Zeng, a Chinese citizen and student, was charged with making false statements following an FBI counter-intelligence investigation. Authorities allege Zeng engaged in surveillance of airport facilities, including photographing aircraft and attempting to access cargo trailers at Chicago’s O’Hare International Airport. Investigators claim Zeng performed these tasks for a contact he believed was a Chinese government official and used disposable communication devices to maintain contact.

Separately, two Chinese nationals, Jin Fu Wei and Xiaodan Lei, were charged with passport misuse after being intercepted at John Wayne Airport in California. The individuals attempted to enter the U.S. using stolen or borrowed American passports. Security protocols, including facial recognition and biometric checks, identified the discrepancy. The defendants claimed the arrangement was facilitated by an unknown contact via WeChat.
