U.S. Navy shipyard and submarine maintenance challenges
Overview
Reports from the Government Accountability Office (GAO) highlight significant operational and infrastructural challenges facing the U.S. Navy. Initial findings indicate that maintenance delays and idle time for attack submarines have resulted in the loss of over 15,000 operational days and approximately $3.4 billion in costs over the last decade. To address industrial bottlenecks and supply chain constraints, the Navy has begun implementing new technical requirements for metallic 3D-printed materials to accelerate component production and repair.
Further analysis of the Navy’s Shipyard Infrastructure Optimization Program (SIOP) reveals much larger systemic issues. The modernization of four public shipyards—Norfolk, Portsmouth, Pearl Harbor, and Puget Sound—is now projected to cost more than $200 billion and span over 50 years, a massive increase from a 2018 estimate of $21 billion over 20 years. These escalations are attributed to aging infrastructure, workforce shortages, rising commodity prices, and necessary seismic and utility upgrades. Additionally, the GAO raised concerns regarding oversight, noting that Congress receives fragmented briefings rather than a consolidated annual report on expenditures, schedules, and risks.
