US oversight of Venezuelan oil agreements and funds

Following a Trump administration announcement on August 28 regarding an oil agreement that reportedly grants the United States majority control over 65 billion barrels of Venezuelan reserves, US lawmakers have called for increased transparency. Initial inquiries from Congressman Raja Krishnamoorthi focused on potential conflicts of interest involving the President, his family, or political allies, specifically questioning the role of North American Blue Energy Partners (NABEP) and its leader, Alejandro Betancourt.

As the situation evolved, Democratic legislators expanded their scrutiny to include the management of over $13 billion in Venezuelan crude oil revenue held in US-controlled accounts. Following a military intervention that led to the capture of Nicolás Maduro, the US assumed control over petroleum sales. Lawmakers are now questioning Treasury and State Department officials regarding the total funds held, mechanisms to prevent money laundering, and the disbursement of at least $500 million to the interim government of Delcy Rodríguez via Qatari mediation. Investigations also continue into whether the administration pressured foreign governments to protect Betancourt.
