US pet adoption fee-waiver campaigns

In late July 2026, animal shelters in Maryland launched a series of summer-time adoption events. The Avenue at White Marsh hosted a pop-up “Summer of Love” adoption store with rotating local shelters, while Pasadena Humane in California offered a fee-free adoption week for adult dogs and cats. A few days later, the Clear the Shelters 2026 campaign expanded the fee-waiver model to the Linda L. Kelley Animal Shelter in Prince Frederick, Maryland, waiving all adoption fees for dogs, cats, rabbits, roosters, pigs and other animals from Aug. 1–29 and joining the Maryland 3,000-Adoption Challenge. Each adoption includes spay/neuter surgery, microchipping, age-appropriate vaccinations and a starter care package. The campaign also reached St. Francis Animal Rescue in Venice, Florida, which added a $100-per-year cat-sponsorship program and continued its trap-neuter-vaccinate-return and pet-food pantry services. By early August, the effort spread to Wisconsin, where the Humane Animal Welfare Society of Waukesha received a rescue flight of 60 animals (54 dogs, 6 cats). Twenty-five of those pets remained for adoption at the society, while the remainder were redistributed to other shelters to meet local demand. In mid-August, the initiative continued in Palm Springs, California, where the Palm Springs Animal Shelter waived fees over a weekend to alleviate overcrowding. Supported by the Marco Colantonio Real Estate Group, the shelter waived fees for its population of over 100 dogs and nearly 100 cats as part of the national “Clear the Shelters” campaign. Similarly, the Pet Circle Regional Animal Center in Waco, Texas, joined the campaign to address capacity constraints and reduce the economic pressure of high occupancy rates on municipal facilities. These coordinated actions illustrate a growing, multi-state push to eliminate adoption fees, provide comprehensive veterinary care, and move pets from overcrowded shelters to permanent homes throughout the summer.
