It authorizes President Donald Trump to levy tariffs of up to 500% on certain Russian imports and up to 100% on the five largest importers of Russian oil or gas—including China and India—or any five countries assisting in sanctions evasion. European Commission President Ursula von der Leyen praised the Senate’s decision, noting it complements the EU’s 21st sanctions package. While Ukrainian President Volodymyr Zelenskyy attended the Senate vote to show support, India’s Ministry of External Affairs stated it is monitoring the proposal due to potential impacts on energy security.
