The White House is considering a plan to expand the small refinery exemption program, potentially doubling the number of renewable fuel credits (RINs) from approximately 950 million to as many as 1.8 billion. Officials state the move is intended to lower gasoline prices.

These organizations argue that the exemptions could eliminate approximately 500 million gallons of biomass-based diesel demand, resulting in an estimated $1 billion revenue loss for U.S. soybean farmers and harming rural economies.
Critics note that such a high volume of exemptions would effectively undercut recent biofuel-blending rules intended to increase domestic demand for soybeans. An Environmental Protection Agency (EPA) decision regarding the exemptions is expected by the end of August.
