US State Department Freedom Tech Excellence Program

The U.S. State Department launched the Freedom Tech Excellence Program (FTEP), a public-private partnership intended to advance digital rights and freedom of expression globally. The initiative involves embedding private-sector experts into the State Department for limited-term assignments to address issues such as online free expression, counter-surveillance, encryption, responsible AI governance, and user safety.

Founding partners for the program include Palantir Technologies, Anduril Industries, the Bitcoin Policy Institute, and the Victims of Communism Memorial Foundation. The inclusion of the Bitcoin Policy Institute reflects a strategic view of blockchain technology as a tool to bypass censorship and financial surveillance in authoritarian regimes.

The selection of partners has faced scrutiny from experts. Because Palantir and Anduril are known for their work in data analytics, mass surveillance, and autonomous defense systems, critics have questioned whether companies with such backgrounds are suitable for a program focused on digital freedoms and privacy.
