US state-level housing affordability ballot measures

Overview

In the lead-up to the November elections, several U.S. states are considering various ballot measures aimed at addressing housing affordability. In California, Hawaii, Massachusetts, and Rhode Island, voters will evaluate six different measures, marking the highest number of such proposals in a single election year in at least two decades.

These proposals include strategies such as loosening minimum lot-size requirements, accelerating environmental reviews, and funding infrastructure. In Massachusetts, one specific measure proposes allowing single-family homes to be built on smaller lots to reform local zoning policies.

In California, Proposition 1 specifically proposes authorizing the state to sell $11.25 billion in general obligation bonds. If approved, $7.2 billion of those funds would be used for low-interest loans to developers for buying, building, or renovating apartment buildings. These projects would be required to reserve units for low-income households, including support for veterans, farmworkers, students, tribes, and those experiencing homelessness. Some funds would also support “supportive housing,” which provides additional services for the homeless.

The proposal arrives amid significant housing shortages in California. Estimates suggest the state needs nearly 2.5 million more homes, and approximately 40,000 affordable units are currently stalled due to funding gaps. Additionally, reports indicate that fewer than 6% of cities and counties are on track to meet targets for very low-income housing, while fewer than a third are meeting market-rate housing targets.
