In early August 2026, the U.S. Department of Defense began a classified review of its nuclear doctrine, led by Under Secretary of Defense for Policy Elbridge Colby. The draft, prepared for senior officials at U.S. Strategic Command, shifts emphasis toward short-range tactical nuclear weapons and away from the long-range strategic arsenal that has underpinned deterrence since the Cold War. It follows the February expiration of the New START treaty and is supported by a $120 billion emergency fund to accelerate key weapon-system production.

A day later, reporting detailed the same draft, noting that it would broaden presidential options, including possible deployment of the B61-12 bomb as part of the Navy’s nuclear triad modernization. Lawmakers expressed concern that expanding the role of tactical nukes could lower the threshold for nuclear use and destabilize global nuclear stability, especially amid ongoing tensions with Russia and China. Critics also referenced former President Trump’s call for a stronger nuclear deterrent, underscoring the political debate surrounding the strategy.

By August 9, the Pentagon clarified that the review aims to increase the availability of tactical options to provide more flexible, theater-level capabilities. This shift is driven by the evolving nuclear capabilities of China, North Korea, and Russia. Officials noted that Russia has utilized nuclear threats to offset conventional military challenges, such as following drone strikes on Moscow, while China is transitioning its arsenal to include more low-yield, precise weapons.
