The Valencian regional government is implementing infrastructure and planning measures to mitigate flash flood risks following the 2024 DANA event. In terms of physical interventions, the regional government has completed 32 of 41 planned emergency works on state-owned ravines. These projects, costing 56 million euros, involve cleaning and conditioning riverbeds near urban centers to reduce vulnerability. Regional Minister Miguel Barrachina noted that while most projects are nearing completion, the administration is using local resources and loans to fund works that fall under state jurisdiction. He also cautioned that an effective early warning system may take three to four years to become operational. Simultaneously, authorities have begun revising the Territorial Flood Risk Action Plan (PATRICOVA). This update increases identified flood risk areas by more than 60% in certain zones. Minister Vicente Martínez Mus stated that recent extreme weather demonstrated that “actual flood realities exceeded previous risk cartography.” The revision expands the mapped flood-prone area from 27,162 hectares to 43,779 hectares, with significant increases in the Horta Sud district. The revision incorporates various hydrological scenarios, ranging from 25-year to 2,000-year return periods, to better inform urban planning. Proposed mitigation measures include limiting underground parking construction and encouraging vertical construction in vulnerable areas. Officials also highlighted a gap in local preparedness, noting that only 12 of 74 municipalities affected by recent floods had municipal general plans properly adapted to flood risk requirements. Furthering regional mitigation, the Júcar Hydrographic Confederation (CHX) has launched a public participation process for ten projects in Horta Sud. With an investment of approximately four million euros, these measures target the Poio ravine, the Magre river, and the Pozalet-Saleta system. Strategies include creating controlled storage zones to temporarily retain water and increasing the hydraulic capacity of the Poio ravine to manage the height and velocity of floodwaters.
