Valka Municipality financial crisis

Overview

The Latvian Ministry of Finance issued a warning regarding a critical financial situation in Valka Municipality, noting that the local government has regularly delayed payments, including tax obligations and thermal energy debts. As of late August 2026, total outstanding debt and delayed payments reached 620,791 euros. The Ministry warned that the municipality’s cash flow projections were unbalanced and that without strict expenditure optimization, it would be unable to settle with creditors or maintain municipal services.

In response, the Valka Municipality Council rejected the initiation of a formal financial stabilization process. Mayor Vents Armands Krauklis argued that the Ministry’s justifications were not fully based on current facts and expressed concern that a stabilization credit would increase municipal debt rather than addressing root causes.

To resolve the dispute, the State Audit Office has launched an in-depth revision to assess the municipality’s actual financial status and the causes of its difficulties. The Ministry of Finance indicated that further decisions will depend on the results of this audit, which is expected to take approximately one month.
