Overview

In late July 2026 the U.S. Treasury formalized a temporary FinCEN waiver, effective from 27 July 2026 until 29 January 2027, permitting U.S. banks to process authorized humanitarian and economic‑recovery transactions for Venezuela without supervisory or civil enforcement, provided anti‑money‑laundering and OFAC rules are respected. The waiver does not lift existing sanctions.

During the same timeframe, hardware retailer Ferretería EPA reported that customers in Costa Rica, Guatemala and Venezuela made three transfers of US$25,000 each, totalling US$75,000, to NGOs CADENA, UNICEF and Sun Risas. The funds support water, sanitation, shelter, food and psychosocial assistance for displaced families, children, the elderly, people with disabilities and pregnant women.

These steps follow the early‑July announcement by Tiryaki USA of emergency aid for victims of the 24 June double earthquake, which killed 5,546 people and caused roughly US$19.6 billion in damage.
