In late July 2026, Guárico Governor Donald Donaire announced a road‑paving program in the Mereyal sector of Calabozo, part of a broader plan to repair the state’s most deteriorated roads and improve mobility for residents. A few days later, in early August, Venezuelan governors expanded the focus to health services. Zulia Governor Luis Caldera inspected a new brachytherapy unit at the Dr. Humberto Fernández Morán Oncology Center in Maracaibo, while Governor Donaire, alongside the First Lady and Calabozo’s mayor, held a "Por Amor a Los Vicarios" event offering free pediatric, ophthalmology, ophthalmology and other health consultations, as well as social and housing assistance. Both actions underscore the regional governments’ ongoing commitment to infrastructure and public‑health improvements across Venezuela. On 3 August, Governor Caldera reported that the Genesis Petit Oncology Hospital in San Francisco, Zulia, was 98 % complete under the Plan Nacional Salud y Vida 2026 and entered the equipment‑installation phase. He also chaired a unified‑command meeting to activate a strategic plan for mitigating the anticipated “Super Niño” climate event, coordinating the National Guard, armed forces, civil security and indigenous communities on reservoir monitoring, fire‑prevention, grid maintenance and water‑use guidance. The initiative extends the governors’ development agenda to disaster preparedness alongside health‑infrastructure upgrades.
