In late July 2026, the National Council of Commerce and Services (Consecomercio) unveiled a broad fiscal reform package aimed at easing Venezuela’s tax burden. The plan called for automating tax collection, extending VAT filing deadlines, lowering income‑tax withholding rates, abolishing the large financial transaction tax, and moving toward a fully digital regime, while also clarifying rules for free‑port zones and harmonising tax frameworks. Soon after, SENIAT superintendent Román Maniglia met with private‑sector groups, including Fedecámaras, Consecomercio and major banks, to push the reforms forward, emphasizing simplification, broader taxpayer inclusion and digital modernisation of customs and tax procedures in line with interim President Delcy Rodríguez’s agenda. On 31 July, Maniglia announced the first concrete change to audit procedures: SENIAT officials can no longer require taxpayers to physically display the RIF or any other document already stored in the tax authority’s databases, and no sanctions will be imposed for non‑compliance. Following these developments, SENIAT implemented further regulatory changes via Administrative Provision SNAT/2026/0080, published in Official Gazette No. 43.435. These updates include granting the Tax Information Registry (RIF) indefinite validity by eliminating its expiration date and removing the requirement for prior homologation of billing systems. While the RIF no longer requires periodic renewal, taxpayers are still legally obligated to report changes to business names, addresses, legal representatives, or economic activities digitally to SENIAT. The RIF number must continue to be included in invoices, contracts, accounting books, and advertising materials. On 20 August, SENIAT announced a refresh of its visual identity as part of its modernization and automation strategy. Superintendent Maniglia stated the new logo, which replaces a two-decade-old red design with a blue background, symbolizes efforts to create a more agile and transparent system through the simplification of administrative procedures.
