Venezuelan electoral and institutional legitimacy dispute
Overview
Following the July 28 presidential vote, Venezuelan opposition leader Juan Pablo Guanipa challenged the legitimacy of the National Electoral Council (CNE). Guanipa accused the council of stealing the popular will and called for a “truly impartial arbiter” to restructure the body. He further rejected using a recent earthquake as a justification to delay the country’s political transition.
By mid-August, fourteen non-governmental organizations joined calls for the renewal of the CNE and the Supreme Tribunal of Justice (TSJ). These groups suggested that a new electoral board could be established as early as October through existing legislation.
Negotiations facilitated by the United States are expected to move into a new phase in September, focusing on political and civil guarantees. This agenda includes the reinstitutionalization of the TSJ and CNE, protecting freedom of expression, and restoring political party spaces for opposition groups.
