The Venezuelan political transition continues to face scrutiny over the transparency of its detention system and the status of political prisoners. While the government has announced various releases through its Peace and Coexistence Program, opposition figures and human rights organizations continue to challenge official figures and the nature of these releases. Discrepancies persist regarding the scale of excarcerations. While the administration previously claimed over 1,000 releases, recent monitoring by the negotiating commission of the 2015 National Assembly and opposition groups noted approximately 105 verified releases as of late August. Human rights organizations emphasize that many releases occur under humanitarian or conditional measures while original convictions remain in place, which they argue does not constitute true liberty. By early September 2026, reports indicated a worsening crisis within the prison system. The Observatorio Venezolano de Prisiones (OVP) reported that 10 inmates died in August 2026, primarily due to extreme unsanitary conditions and a lack of timely medical assistance. New reports indicate a surge in clandestine prisoner transfers, with the Comité por la Libertad de los Presos Políticos (CLIPPVE) and other groups reporting that dozens of detainees were moved without family notification to facilities such as Yare and La Planta. In response, families have launched the ‘Ruta de la búsqueda de respuestas’ (Route for Seeking Answers). On September 9, protesters marched in Caracas from the Ombudsman's Office to the Public Ministry, demanding that Attorney General Larry Devoe address allegations of torture, deaths in custody, and unauthorized transfers. On September 11, demonstrators marched toward the Miraflores Palace to demand the release of relatives and medical care for 37 detainees with serious health conditions. Although a delegation from CLIPPVE was promised a meeting with a presidential commission, they reported being ‘deceived’ after being briefly attended to through a glass window by a single official.
