Venezuelan prison system mortality and mismanagement

The Venezuelan Prison Observatory (OVP) has released data detailing a long-term crisis within the country’s penitentiary system. Over a 15-year period, the OVP reports that 8,192 inmates have died under the management of the Ministry for Penitentiary Service. The organization attributes these deaths to systemic mismanagement and a failure to meet constitutional mandates for rehabilitation and international standards, such as the Mandela Rules. Specific failures include inadequate food, medical care, and living conditions.

Further documentation by the OVP identifies 24 specific massacres occurring between 2011 and 2026, resulting in 397 deaths and over 600 injuries. While the government has frequently attributed such violence to conflicts between inmates, the OVP holds authorities responsible for the presence of weapons in facilities. The fatalities include 369 inmates, 22 visitors, and several prison guards and officials. Recent incidents include a massacre at the Yare III Penitentiary Center in April 2026 following a protest. The OVP notes a persistent lack of accountability, stating that investigations into these massacres often fail to identify perpetrators.
