The Veracruz State Pension Institute (IPE) is facing calls and internal strategies to improve its financial autonomy and stability. Initially, Jesús Arenzano Mendoza, president of the Unión Democrática de Jubilados y Pensionados de Veracruz (UDEJUPEV), urged the institute to strengthen its own resources to reduce dependence on the Veracruz government and external funds like the Federal Contributions Fund for the Strengthening of Federative Entities (FAFEF). Mendoza suggested leveraging assets, such as hotels and buildings, to increase independent income. Following these calls for financial strengthening, IPE Director General Luis Octavio Hernández Lara announced a strategy focused on debt recovery. The institute is currently targeting approximately 127 million pesos owed by roughly 20 municipalities. While the administration is pursuing dialogue with municipal authorities and unions to regularize these payments, it noted that pension disbursements have remained stable with no delays for the past 93 months. Recent developments have shifted focus toward legislative reforms and upcoming budget requirements. Deputy Héctor Yunes Landa has proposed reforming Article 127 of the Constitution to raise pension limits and eliminate retroactivity, arguing that federal austerity measures threaten retiree security. He contrasted federal pension reform savings with significant losses reported by PEMEX. Concurrently, labor unions and retiree groups are pressuring the Veracruz Congress to authorize approximately 13 billion pesos for the IPE in the 2027 fiscal budget. Raúl Augusto Maldonado Loeza, general secretary of the STIPE, warned that inadequate funding could jeopardize payments for over 38,000 retirees. Unions are calling on Governor Rocío Nahle García to uphold the current solidarity-based distribution model and reject a transition toward individual accounts.
