Vienna child and youth welfare scrutiny

The Vienna Child and Youth Welfare Service (MA 11) has come under scrutiny regarding its management and specific pedagogical programs. Concerns were raised over the high costs and lack of transparency regarding international stays for delinquent minors, with one reported case in Madeira costing approximately 30,000 euros. Additionally, the agency faced criticism following an incident where a 12-year-old girl sustained multiple fractures after jumping from a window during a transition to a group home managed by the non-profit Homebase. Critics, including the Austrian People's Party (ÖVP), questioned the handling of the child's trauma and the intimidating appearance of organization leadership.

Recent data from Statistik Austria highlights broader trends in Austrian child and youth welfare. Expenditures for educational assistance rose by 11.4 percent in 2025, totaling 1,181.8 million euros. This funding supported 42,645 minors receiving in-family assistance and 13,029 children placed in care outside of their families.

Vienna remains a central focus of these discussions, accounting for 24.4 percent of net expenditures. Statistics show that nearly one-third of all children placed in out-of-home care in Austria reside in Vienna. This high concentration has drawn criticism from political figures, including representatives from the FPÖ and ÖVP, who argue that the city's social services face structural issues and that more emphasis should be placed on early family support to prevent children from being removed from their homes.
