Vienna energy transition and gas phase-out climate roadmap updates
Vienna has initiated a transition toward is pursuing climate neutrality by 2040, a goal mandated mandate established by the Vienna Climate Law passed in March 2025. The city has become the first European capital Central to sign the Greenpeace Declaration for this transition is the phase-out of fossil gas through its “Raus aus Gas” (Out of Gas) program. To achieve 100 percent renewable energy for heating by 2040, the city must address significant infrastructure challenges. This includes replacing program, which aims to phase out fossil gas and replace over 400,000 decentralized gas heating systems and transitioning district heating from natural gas to with geothermal energy and energy, large-scale heat pumps. Officials note that moving away from natural gas pumps, and renewable-based district heating. To support this shift, the city is essential for energy security to protect households from international price fluctuations. The transition strategy also involves expanding local electricity generation via photovoltaics, advancing e-mobility, and exploring green hydrogen. To manage the expected increase in rising electricity consumption and imports, the city is officials are focusing on improving distribution systems and ensuring grid stability through capacity markets and reserve power plants. In a recent update to its climate roadmap, the city has expanded its strategic focus to include managing the impacts of heat and drought. While the 2040 neutrality goal remains the core objective, new priorities include stabilizing the drinking water supply, strengthening regional agriculture, and expanding natural recreational spaces. The updated roadmap also includes a redesigned heat action plan to manage extreme temperature periods and seeks to sharpen definitions for climate justice and neutrality. This legally mandated review, which occurs every five years, coordinates efforts across sectors such as mobility, construction, and the circular economy.
