Vietnam is implementing administrative reforms focused on digital transformation and enhanced traceability within its agricultural and environmental sectors. In August 2026, the government began a new mechanism for managing agricultural growing area and packaging facility codes following Resolution 36. This system decentralizes authority to commune-level officials and links codes to specific land identifiers to prevent fraud and ensure transparency for international exports. The Ministry of Agriculture and Rural Development has deployed working groups to provinces such as Gia Lai, Lam Dong, and Dak Lak to facilitate this transition through digital platforms and field operations. Expanding on these efforts, the Ministry of Agriculture and Rural Development has outlined a broader reform plan for 2026–2030. This initiative aims for full digitization, targeting 100% online public services and electronic administrative results by 2027. The strategy emphasizes the integration of artificial intelligence and the development of centralized digital infrastructure, particularly for land data, agricultural market databases, and emission source tracking. The Ministry intends to transition from a “passive” service model to a “proactive” one based on data, aiming for a 95% satisfaction rate among citizens and businesses. Parallel efforts are underway to restructure land databases. The Department of Land Management has introduced a seven-step process to ensure administrative agencies utilize existing digital information to replace physical documents, preventing the redundant submission of data. In Ha Tinh province, authorities are accelerating cadastral mapping and land registration to address a backlog involving over 1.15 million land parcels that currently lack usable databases or complete records.
